Dea_r Mr. Slade:

This letter refers to the inspection conducted by Messrs. G. M. Hausman,

W. H. Scott and other NRC-representatives of this office during January 13-17,

February 12-14 and March 16, 1992.

The purpose of this inspection was to

review your actions about previously identified environmental qualification

(EQ) concerns and to review your implementation of commitments pertaining to

Regulatory Guide (RG) 1.97 at the Palisades Nuclear Generating Plant.

At the

_conclusion of the in~pection, we discussed our inspection findings with

Mr. P. M. Donnelly and others of your staff.

The enclosed copy of our insp~ction report identifies areas examined during

the inspection. Within these areas, we selectively examined procedures and

representative records, made observations, and conducted interview$ with your

personnel.

Based on the results of this inspection, certain of your activities-appeared

to be in violation of NRC requirements, as specified in the enclosed Notice of

Violation (Notice).

You are requi~ed to respond to-this letter and should follow the inst~uctions

specified in the enclosed Notice when preparing your response.

In your

response, you should doc~meht the specific actions taken and any additional

action~ you plan ~o prevent recurrence. After reviewing your response to this

Notic~, including your proposed corrective actions and the results of future

inspections, the NRC will determine whether further NRC enforcement action is

necessary to ensure compliance with NRC regulatory requirements.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter, the enclosures, and your response to this letter will be placed

in the NRC Public Document Room .
