This letter refers to the special inspection conducted by

Messrs. G. Hausman and D. Schrum of this office on February 12-

14, 25-27, March 24-27, and April 16, 1992.

This lnspectiori*at

the Palisades Nuclear Plant included a review of the matters

associated wit& the main steam isolation valves bei~g inoperable

in.the event of a high energy line break, which led to a plant

shutdown on February 6, 1992.

At the conclusion of the

inspection, we discussed our findings with you and those members

of your staff identified in the enclosed report.

Areas examined during the inspection are identified in the

inspection report.

Within these areas, we selectively examined

procedures and representative records, made observations, and

conducted fnterviews with your personnel~

Based on the results of this inspection, two apparent violations

were iqentif ied and are being considered for escalated

. enforcement action in accordance *with the "General Statement of

Policy and Procedure for Enforcement Actions" (Enforcement

Policy), 10 CFR Part 2, Appendix C (1991).

Notice of Violation is currently being issued for these

In addition, please be advised that the '*----- -- -!

number. and characterization of the apparent.violations described

in the enclosed inspection report may change as a result of

further NRC review.

An enforce~ent cohference to discuss ~hese apparent vioiatioris

has been scheduled for May.1, 1992.

The purposes of this

conference are to discuss the apparent violations; their causes

and safety sign1ficance; to provide you wit_h the opportunity to

point out any errors in our inspection report; to provide an

opportunity for you to present your proposed .corrective actions;

and to discuss any other information that will. help us to

determine the appropriate enforcement action in accordance with
