NOTICE OF VIOLATION Consumers Power Company Palisac;ies :Nuclear Generating Plant Docket No. 50-255 License No. DPR-20 During an NRC inspection conducted-on March 16 through April 13, 1992, a violation of NRC requirements was identified.
In*
accordance with the "General Statement of Policy and* Procedure for NRC Enforcement Actions, 10 CFR Part 2, Appendix c (1992),
the violation is listed below:.
10 CFR Part 50.59(b) (~,requires, in part, that the license~
shall make a determination that a change to the facility does not involve an unreviewed safety question.
Section 50.59(a) (2) defines anunreviewed safety. question as a change to the facility that increases the consequences of an accident previously evaluated in the safety analysis report.
Contrary to the above, the licensee failed to determine, for aluminum and zinc additions to the containment prior to 1988, the consequences on the maximum hypothetical accident, defined in the safety analysis report, as a result of increased hydrogen generation.
This_ is a Severity Level IV violation (Supplement I).
The inspection showed that steps had been taken to correct the identified violation and to prevent recurrence.
Consequently, no reply to the viol_ation is required and we have no _further questions regarding this matter.
