. Imposition of Civil Penalty in the amount of $50,000 will be issued <m or about November 14, 1991 to Consumers Power Company.
ThiS action.is based.
on (1) the failure to establish adequate procedures to energize and verify operabil_ity of the. containment spray pumps and the High Pressure Safety Injection Pumps during startup, and (2) operating the reactor with an inoperable containmentspray pump.
