GB Slade General Manager TECHNICAL SPECIFICATION CHANGE REQUEST - INSTRUMENTATION AND CONTROLS The enclosed Technical Specifications change request has been deve.loped in response to the NRC Staff request of May 13, 1991. It supersedes our Technical Specifications change requests of February 27, 1991 (pertaining to Instrumentation and Control) and of December 7, 1990 (pertaining to Main Feedwater Isolation). The proposed changes accomplish those previously proposed changes in our withdrawn Technical Specific~tfons change requests dated May 14, 1980, August 21, 1980, April 21, 1982, June 25, 1982 (two letters}, August 30, 1982, November 5, 1982, and May 23, 1985, and

  • a 1 so the definition changes requested on May 3, 1985.

The referenced NRC letter of May 5, 1991 also requested that Consumers Power Company evaluate our January 24, 1989 commitments, with regard to maintaining the requirements of our withdrawn Technical Specification change requests.

We have completed the requested evaluation and find that we meet the commitments made in our January 24, 1989 letter.

We have discussed the details of this evaluation with the Palisades Project Manager and with the Palisades Senior Resident Inspector. They each stated that our existing administrative controls, combined with the timely resubmittal of an Instrument and Control Technical Specifications change was satisfactory.

The proposed changes include:

Limitation of the time an RPS or ESF channel may be bypassed, Added LCOs and Surveillance for Feedwater Isolation channels, Added LCOs and Surveillance for Accident Monitoring Instrumentation, Improved correlation between LCO, Action, and Surveillance requirements,

This change request assumes that the change request submitted on July 31, 1989, removing Fire Protection limitat~ions-from Technical Specifications, has-.been approved.

In all instances where equipment or actions were required "when above 325°F" have been reduced to "when above 300°F". This change has already been submitted by a separate Technical Specifications change request. The change was included here to avoid conflict. If the change request supporting the 300°F is denied, each occurrence of "300°F" in this change request should be restored to "325°F".

One proposed Action included in the proposed change, though specifically requested by the NRC staff, could be construed to involve an unreviewed safety question; some proposed items provide corrective actions for equipment outages where existing Technical Specifications require shutdowns.

Therefore, the proposed changes will not be implemented under administrative control during the NRC staff review.

In order to assure that procedure revisions are in place and that appropriate training has been accomplished, it is requested that this change request be made effective 60 days after approval, but no earlier than June 1, 1992.
