REVISION TO PALISADES SIMULATOR SUBMITTAL - NRC FORM 474 GB Slade General Manager Consumers Power Company has recently relocated the Palisades simulator from the Midland Training Center in Midland, Michigan, to the Palisades Plant site.
Significant performance testing was conducted before and after the simulator was moved to the plant site to ensure the simulator was not damaged by the move.
Add it i ona 11 y, the remainder of the annua 1 performance testing, reqiJ ired by 10CFR55.45(b)(5)(vi), was completed.
Following completion of the post-move testing, an upgrade of the simulator computer hardware used to run the current software models was initiated.
In previous correspondence, dated June 11, 1990 and June 15, 1990, Consumer Power Company submitted the Palisades Simulator Facility Certification (NRC Form 474) in accordance with 10CFR55.45(b)(5)(i).
A revised Form 474, reflecting the relocation and recent changes to the Palisades simulator performance testing plan, is attached and replaces the NRC Form 474 submitted June 15, 1990.

PALISADES SIMULATOR FACILITY PERFORMANCE TESTING PLAN CHANGE On April 15 through 17, 1991, performance tests were conducted on the Palisades simulator as a benchmark for comparison of pre-move and post-move test data.
This data was then used to determine the acceptability of the simulator relocation efforts.
The following performance tests were conducted:
N002 Plant startup form 532°F and 5% power N007 Steady State operation at 100, 75 and 50% power levels TOOl Manual reactor trip T002 Simultaneous trip of all feed pumps T003 Simultaneous Closure of Main Steam Isolation Valves T004 Trip of all Primary Coolant Pumps T005 Trip of a single Primary Coolant Pump T006 Main Turbine Trip from maximum power level which does not result in a reactor trip T007 Maximum rate/power ramp, full power to 75%, at 200% per minute, then return to full power T008 Maximum size unisolable main steam rupture, from 79% full power at end of core life conditions T009 Loss of Coolant Accident while at full power TOlO Slow primary depressurization or saturation conditions, simulating a stuck open safety valve With the exception of test N002, each of the aforementioned tests were scheduled as a portion of the 25% annual performance tests for 1991. N002 was substituted for NOOl, which was originally scheduled for completion in 1991.
N002 was selected to replace NOOl due to its more encompassing nature and better testing of the more critical systems and the overall simulator performance.
Consumers Power Company and our contractor re-performed the 1 i sted benchmark test after the simulator was relocated and reassembled at the Palisades Plant site.
Testing was conducted between June 11 and 13, 1991. The post-move benchmark test data was compared to the pre-move benchmark data and found the equipment functioned the same after relocation. With the exception of the replacement of NOOl, mentioned above, the remainder of the scheduled tests were conducted to meet the requirements of the 25% annual performance testing.
Starting August 12, 1991, Encore 32/2050 SeaHawk computers will be installed to replace the existing Encore 32/77 computers which will run the existing software mode 1 s for the simulator.
Consumers Power Company considers this computer replacement of a limited scope and will be re-performing the aforementioned benchmark test as a specific performance test, in accordance with ANSI/ANS-3.5-1985, section 5.4.1 to verify acceptable simulator performance.
