GB Slade General Manager RESPONSE TO GENERIC LETTER 89-13, SERVICE WATER PROBLEMS AFFECTING SAFETY RELATED EQUIPMENT (TAC NO 74037) - ADDITIONAL INFORMATION Consumers Power Company's (CPC) January 29, 1990 response to Generic Letter 89-13 informed the NRC staff that testing on west engineered safeguards room cooler VHX-278, component cooling water heat exchangers and containment air cooler heat exchangers would be completed during the 1990 refueling outage.
Additionally, we committed to inspect the east engineered safeguards room cooler VHX-27A to see if the tubes were fouled.
During the 1990 refueling outage, the west engineered safeguards room cooler, VHX-278; the component cooling water heat exchangers, E-54A and E-548; the containment air coolers, VHX-1, 2, and 3; the control room HVAC condensers VC-10 and 11; the diesel generator water jacket coolers and the diesel generator lube oil coolers, all of which use service water as an open cycle coolant, were. inspected and none showed any indication of fouling due to silt buildup or biological effect.
East engineered safeguards cooler, VHX-27A, was not inspected because its service water isolation valve leaks and there was no practical method of replacing that valve during this 1990 outage.
However, since VHX-278, the west engineered safeguards cooler, which has a greater heat load, showed no indication of fouling and none of the other inspected heat exchangers showed any indication of fouling, CPC engineers have concluded that visual inspection of VHX-27A is not necessary at this time.
Additional justification is provided by a 1988 evaluation by Energy Incorporated which concluded that, since the engineered safeguards room coolers had shown no fouling during the past 15 years, the potential for fouling is very low.

2 In view of the results of other inspections, performed during the 1990 refueling outage and noted above, and the fact that no adverse effect by service water on heat transfer efficiency has been noted in the past, we consider the intent of our commitment to visually inspect VHX-27A as fulfilled (ie to determine if VHX-27A is being fouled by service water) and the commitment closed.
