This refers to the special safety inspection conducted by a NRC Inspection

Team on July 30 through August 3, 1990, of activities at the Palisades Site

authorized by NRC Operating License DPR-20 and to the discussion of our

findings with Mr. D. Joos and others of Your staff at the conclusion of the

inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

The purpose of this inspection was to determine the adequacy of your

evaluations performed pursuant to 10 CFR Part 50, Section 59 with primary

emphasis on those performed in support of the Steam Generator Replacement

Project (SGRP).

The inspection determined that the engineering supporting the SGRP was

generally quite thorough.

Some deficiencies were identified in the 10 CFR

50.59 evaluation with our primary concern being your failure to identify when

the Technical Specification changes associat~d with the SGRP were required.

This is discussed in Paragraph 3.m of the attached inspection report.

We are

continuing to review the temporary containment opening and will pfovide

further assessment of this issue in future correspondence.

While no

violations were identified during this inspection, we do request that you

respond within 30 days of the date of this letter to the open items identified

in the attached inspection report.

In accordanc~ with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter, the enclosures, and your response to this letter will be placed

in the NRC Public Document Room.

The responses directed by this letter ~re not subject to the cl*earance

procedures of the Office of Management and Budget as required by the Paperwork

Reduction Act of 1980, PL 96-511 .
