SUMMARY
OF MEETINGS MAY 2, 3, & 4, 1990 CONSUMERS POWER COMPANY - PALISADES STEAM GENERATOR REPLACEMENT PROJECT (TAC NO. 76069)
A meeting was held at Region III headquarters on May 2, 1990 to discuss Health Physics issues surrounding the Palisades Steam Generator Replacement Project.
The meeting focused on current upgrades in the Radiation Protection Program designed to ensure proper control of work activities and personnel during the five month steam generator replacement outage beginning this fall. Attachment 1 is a list of the meeting attendees.
Palisades is applying "lessons learned" gained from industry experience on the eight previous steam generator replacement projects nationwide. Total dose has consistently improved as experience was gained. Surry-2 replaced three steam generators approximately ten years ago with a total dose of 2141 rem.
Indian Point-3 replaced four steam generators last year for a total dose of 541 rem.
Palisades radiation protection personnel provided additional inform~tion on their plans for:
- 1. Minimizing radioactive waste~
- 2. Adequately maintaining/monitoring the containment opening,
- 3. Extensively using current decontamination methods, and
- 4. Removing, handling, transporting and storing the old steam generators.
Palisades also used this meeting as an opportunity to update the staff on two ongoing projects - a 'health physics self assessment and their dry fuel storage plans. Attachment 2 provides copies of the visual aids used during the meeting.
A series of meetings, coupled with an extensive plant tour (including inside containment), was held on site May 3, 1990. A mix of headquarters personnel

The meeting was set up, in large part, to take advantage of the Palisades mini-outage in order to observe first hand the scope of work which will be necessary inside containment when the SGRP outage commences in September. lists the attendees for the site visit; attachment 4 provides the visual aids used during the meetings.
The Assistant Director, Technical Assistant, Project Director and Project Manager met with Palisades management on May 4, 1990 to discuss organization, recent accomplishments, and future plans. Three of the four headquarters staff personnel are relatively new to PD31, and this opportunity was very useful in meeting key Palisades personnel and in understanding present site issues.
