Enclosed is a draft copy of a Technical Evaluation Report prepared for the NRC by the Idaho National Engineering Laboratory (INEL).
The report presents an analysis of the testing performed on the Palisades Plant pilot-operated relief valve and block valve at the Wylie Laboratories in December 1989.
This is the report that I committed to provide to Consumers Power Company in my letter dated February 9, 1990 (PAL-90-011).
