RESPONSE TO REQUEST FOR ADDITIONAL INFORMATION ON GENERIC LETTER 87-09 TECHNICAL SPECIFICATION CHANGE REQUEST (TAC 72752)

Consumers Power Company submitted a Technical Specification Change Request, dated April 3, 1989, which revises the existing Technical Specification Section 3.0.4 and adds a Basis Section for Section 3.0 consistent with the guidance in Generic Letter 87-09. By letter dated July 31, 1989 the NRC transmitted a request for additional information on these proposed changes.

Consumers Power Company agrees with the NRC's basis assumptions as stated in the request for additional information. Although a formalized detailed review has not been completed, we are reasonably sure the action statements in the current Technical Specifications are consistent with our licensing basis. It is also our operating philosophy that plant startups or other upward operational condition changes with inoperable equipment is the exception, rather than common practice. To assure continued safe operation of the plant, Consumers Power Company proposes to incorporate a new requirement under the Plant Review Committee (PRC) responsibilities in Section 6 of the Technical Specifications. The proposed change requires all exceptions to Section 3.0.4 to be reviewed by the PRC prior to changing plant operating conditions to assure they are not an unreviewed safety question nor do they create a safety hazard. The proposed page change is attached.

Addition of this requirement to the responsibility of the PRC will assure mana$ement awareness that operational condition changes are not made with important safety features inoperable and that there is a sufficient level of protection to permit safe long-term operation consistent with the licensing basis. *Implicit in this requirement is the development of procedures for
