TECHNICAL SPECIFICATIONS CHANGE REQUEST - APPLICABILITY OF LIMITING CONDITIONS FOR OPERATION*AND SURVEILLANCE REQUIREMENTS - GENERIC LETTER 87 (TAC NO. 72752)

Enclosed is a request for change to the Palisades Technical Specifications.

This change request revises the Palisades Technical Specifications to incorporate the revisions of Sections 3.0 and 4.0 of the Standard Technical Specifications regarding limiting conditions for operation and surveillance requirements as described in Generic Letter 87-09. Additional revisions, to define conditions where certain instrumentation may be inoperable, are also incorporated. These changes are necessary to allow certain surveillances to be omitted without having Section 4.0.4 apply. Further expansion of the applicability statements for remaining instrumentation will be made in our restructured Technical Specifications submittal in early 1990. We request this Amendment become effective upon issuance.

The addition of proposed Specification 4.0.5 requires relocation of present Specification 4.3c. However, Specification 4.0.5 pertains to in-service testing of pumps and valves, whereas Specification 4.3c pertains solely to testing of pumps. Consumers Power Company's submittals of January 18, 1989 and May 17, 1988 contain relief requests for both pump and valve testing. In order for this change to be acceptable as proposed, we request that the proposed relief requests be reviewed concurrent with the review of this Technical Specifications Change Request. -,
