This r~fers to the routine safety inspection conducted by Mr. Joseph Ulie *Of

thi*'office on May 16-18 and June 9, 1989, of activities at the Palisades

Nuclear Plant authorized by NRC Operating License No. DPR-20, and to the

discussion of our findings with Mr. T. J. Palmisano at the conclusion of the

inspection.

The purpose of this inspection was to review the implementation

of the licensee's fire protection program.

The enclosed copy of our inspection report identifies areas examined during

the inspecti6n.

Within these areas, the inspection consisted of a selectiYe

examinatiori of procedures and representative records, observations, and

interviews with personnel.

Certain othe~ activities, set forth in the enclosure to this letter, appear to

be a deviation from commitments which you have made in previous correspondence

with the Commission.

A written response is required.

With regard to the item

described in the Notice of Deviation, we are concerned that other vital

equipment may be susceptible to the inadvertent spraying of internal

components with water which could result in an equipment operability problem.

Additional review by appropriate technical staff appears.necessary to ensure

that unacceptable water spraying of vital equipment does not occur.

In your

response to the Notice of Deviation, please address the actions you are taking

or plan to take to address this concern.*

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter, the enclosures, and your response to this letter will- be placed

in the NRC Public Document Room.
