TECHNICAL SPECIFICATION CHANGE ~QUEST -
SHUTDOWN COOLING SYSTEM (TAC NO. 73443)
Kenneth W Berry Director Nuclear Licensing Enclosed is a request for change to the Palisades Technical Specifications.
This change request revises the Palisades Technical Specifications to incorporate new requirements for shutdown cooling system and equipment operation.
These proposed changes integrate various requirements from Combustion Engineering Standard Technical Specifications, Combustion Engineering Restructured Standard Technical Specifications, NRC Generic Letter 88-17 and specifics of the Palisades shutdown cooling system design configuration.
Not included in these proposed changes is permanent resolution of the High Pressure Safety Injection (HPSI) pump operability is~ue as proposed in Generic Letter 88-17 on "Loss of Decay Heat Removal".
The.Generic Letter recommends a HPSI pump be available within 30 minutes for inventory additions to the primary coolant system (PCS) whenever the PCS water level is in reduced inventory operating conditions.
In our 90-day response to the Generic Letter, dated January 31, 11989, we committed to providing a permanent resolution for this recommendation in the form of a Technical Specification Change Request.
Current plant equipment design, supportive analysis and Technical Specifications require both HPSI pumps to be rendered inoperable whenever PCS temperature is <300°F to meet 10 CFR_50, Appendix G low temperature overpressure protection requirements.
At this point in time, no specific and consistent method is either available or proposed by the Combustion
- Engineering Owners Group for potential incorporation in the Restructured Standard Technical Specifications on how to properly integrate these two requirements.
Consumers Power Company requests permanent resolution of this issue be delayed until our submittal of the Pa.lisades Restructured Standard Technical Specifications in early 1990.

Nuclear Regulatory Commission 1::::--. r<*Palisades Plant TSCR ~ Shutdown Cooling System June 28, 1989 consideration by the Combustion Engineering Owners Group and additional evaluation and analysis that will be necessary for Palisades specifics.
During the interim, Palisades will continue to administratively require a HPSI pump to be available within 30 minutes anytime the PCS water level is
<623'0" (18" below the reactor flange).
We currently have this administrative requirement in place and would permit a HPSI pump to be used only if absolutely necessary in accordance with 10CFR50.54(x).
