Enclosed is Revision 2 of Consumers Power Company's June 28, 1989 request, in response to the recommendations of GL 88-17, to add Shutdown Cooling (SOC)
System operability requirements to the Palisades Technical Specifications.
This Revision 2 changes seven of the nineteen added or changed pages, adds a limit.to the length of time both the shutdown cooling and the primary coolant pumps may be intentionally secured, clarifies the Basis section for the SOC system and the Act~on statements for the SOC electrical requirements, and expands certain surveillance requirements.
The no significant hazards evaluation is not affected by this revision as the changes it proposes will result in more restrictive requirements. Attachment 1 contains proposed technical specifications pages. Attachment 2 contafns existing or added technical specification pages., to facilitate review of this revision 2, contains seven revision 1 proposed pages affected by revision 2 marked up to show the revision 2 changes.
To allow time for proper implementation, we request this change be made effective 60 days after it is issued.
