SUBJECT:

PALISADES PLANT - WITHDRAWAL OF AMENDMENT REQUEST (TAC 57255)

By letter dated February 5, 1985, as suppl~mented by letters dated November 21, 1985, and March 9, 1987, Consumers Power Company applied for an amendment to Provisional Operating License, No. DPR-20.

The proposed change would have modified the Appendix A Technical Specifications (TSs) pertaining to fire protection systems. Specifically, the proposed changes would have modified Limiting Conditions for Operation for Fire Protection Water Systems, Fire Sprinkler Systems, Hose Stations, and Fire-Rated Fire Protection Assemblies and Surveillance Requirements for Fire Sprinkler Systems and Fire-Rated Fire Protection Assemblies.

Consumers Power Company's letter dated March 25, 1989 indicates that by July 31, 1989, an application will be sumitted to modify the Technical Specifications to remove fire protection related requirements in accordance with Generic Letter 88-12.

On April 6, 1989, I discussed the March 23, 1989 letter with Mr. Ralph Frisch of your staff.

We concluded that that letter should be considered a request to withdraw the February 5, 1985 application (as supplemented).

Based on this, please be advised that the staff has suspended all further review on the subject application.

The Commission has filed the enclosed Notice of Withdrawal of Application for Amendment to Provisional Operating License with the Office of the Federal Register for publication.

Sincerely, OifglnaJ signed by Albert W. De Agazio, Senior Project Manager Project Directorate III-1
