PALISADES PLANT - WITHDRAWAL OF AMENDMENT REQUEST - PRIMARY COOLANT GAS VENT (TAC NO. 54405)
By letter dated August 30, 1982, and supplemented by letter dated April.21, 1988 you applied for an amendment to Provisional Operating License No. DPR-20.
The proposed change would have modified the facility Technical Specifications concerning the Primary Coolant System.
The modifications would have added a new Limiting Condition for Operation which would require two operable primary coolant system vent paths and associated surveillance requirements.
Your letter of January 24, 1989, which reqyested withdrawal of your application, provides Consumers Power Company's commitment that the requirements proposed in the application of April 21, 1988 will be maintained under adminhtrative controls and that any changes thereto will be reviewed under 10 CFR 50.59.
Your letter further asserts, and we agree, that removal of the subject requirements from the technical specifications and placement under administrative control is consistent with the NRC interim position on the restructured technical specifications.
The Commission has filed the enclosed Notice of Withdrawal of Application for Amendment to Provisional Operating License with the Office of the Federal Register for publication.
