50.54(0) REVIEW OF EMERGENCY PLAN CHANGE The attached plan rev1s1on number 8 (Seci~*las 8 )submitted to Region III by Consumers Power Company on November 29, 1988
, for Pa 1 i sades site, and received in this office on December 6, 1988 Please perform a line by line review of this revision against the current plan and note any significant changes which could be construed as downgrading the plan's effectiveness.
Upon completion of your 50.54(q) review, and assuming the change does not downgrade the effectiveness of the plan, please draft a response letter to the licensee proving the results of your review.
The response letter and notes of significant changes should be provided to me by January 17, 1989 If this date cannot be met, please notify me and a new date will be established. Also insure that Ruth LaFreniere receives a copy of your response letter.
If the changes do downgrade the effectiveness of the plan, upon completion of your review lets get together to plan our course of action for resolving the issue with the licensee.
We should do this as soon as possible after you determine that the plan has been downgraded.
