JAN O 6 1989 This is to acknowledge receipt of your letters, dated November 29 and December 6, 1988, which transmitted changes to the Palisades Site Emergency Plant (SEP), specifically: Section 8, Maintaining Emergency Preparedness; Section 4, Emergency Conditions; and Section 5, Organizational Control of Emergencies.

These plan changes were designated Revisions 8 and 9.

Our review of the changes in Section 4 and Section 8 of the SEP has determined that these changes will not downgrade the effectiveness of the plan and are, therefore, acceptable.

The changes involved in Section 5 were of more concern; specifically, the redefining of certain minimum shift staffing prisitions and the respo~~e times for those positions as specified in Figure 5-6. These changes in the minimum shift staffing guidelines were originally proposed to us in a letter dated November 1, 1988.

Our recommendationi on this proposal were discussed with your staff and documented in our letter of November 28, 1988.

Our initial review of Figure 5-6 indicated less than 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> coverage for the positions of Mechanical Maintenance, Electrical Maintenance, Radiation Safety Technician, HP Technician, and Chemistry Technician.

To compensate for this, you have increased the availability of one to three staff persons to meet the 30 minute response goal for these five positions. This change provides an adequate emergency response capability for these positions.

Therefore, we find the changes related to minimum shift staffing, found in Figure 5-6 of Revision 8 of the SEP, to be acceptable.

These changes do not constitute a decrease in the effectiveness of the plan.

Please be reminded that 10 CFR 50.54(q) requires NRC approval of any changes to your plan which may decrease the effectiveness of the plan.

However, if your safety review indicates no decrease in emergency preparedness effectiveness, then changes can be made without prior NRC approval.

In all cases, you must furriish copies of each proposed change to the NRC in accordance with 10 CFR 50.54(q). Also, changes to the Emergency Plant Implementing Procedures should be made in accordance with the requirements of 10 CFR, Part 50, Appendix E,Section V (Implementing Procedures).
