UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D. C. 20555 Docket No. 50-255

. Mr. Kenneth W. Berry Director, Nuclear Licensing Consumers Power Company 1945 West Parnall Road Jackson, Michigan 49201

Dear Mr. Berry:

July 19, 1988

SUBJECT:

PALISADES PLANT - RESPONSE ro GENERIC LETTER 82-33 CONFORMANCE TO REGULATORY GUIDE 1.97 INSTRUHENTATiON TO FOLLOW THE COURSE OF AN ACCIDENT (TAC NO. 51116)

By letter dated October 20, 1987, we sent you the NRC staff's Safety Evaluation Report (SER) which indicated six open items.

On January 22, 1988, you submitted proposals to resolve four of these items.

The NRC staff has not yet determined whether the remaining two items (Safety Injection Tank Pressure and Level) are useful for post-accident monitoring or not.

Enclosed is a supplement to the SER that finds your proposals for quench tank tem-perature and pressure, steam generator pressure, and component cooling water flow acceptable.

We also find your proposed implementation schedule of the second refueling outage, presently anticipated in early 1990, to be acceptable.

This completes our review of your response to Generic Letter 82-33 unless the staff determines that Safety Injection Tank pressure and/or level are useful tor post-accident monitoring.

In that event, we will notify you.
