SUBJECT:
PALISADES PLANT - INTERPRETATION OF TECHNICAL SPECIFICATION 3.4 Your letter on the above subject dated April 6, 1988, as clarified by letter dated April 13, 1988, describes your basis for the third service water pump being considered the redundant component to perform the function of the non-critical header isolation valve, CV-1359.
The latter letter describes the verification of operability to be used for the third service water pump.
We also note the other precautions to be taken in the performance of Test Q0-1
- and your intention to make modifications at the next refueling outage to prevent the stroking of CV-135~ during the performance of Q0-1.
We find this acceptable.
