INTERPRETATION OF TECHNICAL SPECIFICATION 3.4 CLARIFICATION Consumers Power Company submitted an interpretation of Technical Specification 3.4 on April 6, 1988.
The interpretation stated that the third service water pump is the functionally redundant component to CV-1359, the non-critical service water isolation valve.
This letter is intended to pr?vide clarification of the service water pump operability determination.
Technical Specification 3.4.2 states that with one component in 3.4.1 out of service, the redundant component shall be tested to demonstrate operability.
Therefore, a prerequisite to conduct the Technical Specification Test, Q0-1 "Safety Injection System," will be to require the non-operating service water pump to be started and a verification will be made that it is aligned to the service water header and pumping.
The operability of the emergency power supplies will also be verified prior to the test.
This verification will not include testing of the diesel generators, but will be a check of the equipment status board to ensure the diesel generators, are not out of service during the test.
Operability of equipment, associated with the safety function of the service water pumps, is based on normal system configuration and past surveillance testing which concluded equipment was operable.
No additional testing, beyond the QO~l test itself, will be conducted on such equipment.
