WITHDRAWAL OF EXEMPTION REQUEST - CHARGING PUMPS Consumers Power Company letter dated April 23, 1984 submitted an Exemption Request for the charging pumps at Palisades.

The Exemption Request was later revised by our July 16, 1984 letter.

Based on discussions with NRC Appendix R inspectors, Consumers Power Company letter dated October 4, 1985 withdrew the Exemption Request for the charging pumps pending NRC approval of our analysis which showed High Pressure Safety Injection (HPSI) pump P-66B to be redundant to the charging pumps for postfire safe shutdown in the 590' elevation corridor of the Auxiliary Building.

Review of this analysis by the NRC staff determined Consumers Power Company used a computer code which was not properly benchmarked.

Therefore, they refused to evaluate P-66B as redundant to the charging pumps for the 590' corridor post fire safe shutdown.

Subsequently, in our July 22, 1986 letter, we clarified our position by stating that since HPSI pump P-66B was not considered redundant to the charging pumps, our Exemption Request concerning the charging pumps should be considered active.

On December 23, 1986, we submitted a second analysis which showed that Containment Spray Pump P-54B aligned in series with HPSI pump P-66B forms a flowpath which is redundant to the charging pumps to accomplish safe shutdown in the event of a 590' corridor fire.

A Safety Evaluation Report (SER) was issued on December 3, 1987 which confirmed.the P-54B, P-66B series flowpath to be redundant to the charging pumps for 590' corridor postfire safe shutdown.

We have revised Off Normal Procedure ONP 25.2 to include the use of P-54B and P-66B.

Therefore, Consumers Power Company no longer requires an Exemption for the charging pumps to meet the requirements of 10CFRSO Appendix R and hereby withdraws the April 23, 1984, as revised on July 16, 1984, Exemption Request concerning the charging pumps.
