Enclosure 9 Licensee Amendment Request Information Related to Review of Proposed Changes by the State State and Illinois and State of Iowa (Quad Cities only)

ILLINOIS EMERGENCY MANAGEMENT AGENCY Bruce Rauner Jennifer Ricker Governor Interim Director January 9 1 2018 Doug Walker Clinton Power Station Exelon Generation Company, LLC ATIN: License Amendment Request The Illinois Emergency Management Agency has completed its initial review of a draft copy of the License Amendment Request (LAR), "Changes to Emergency Plan Staffing." IEMA appreciates the opportunity to comment on this document. The objective of our review was to identify any potential impacts to off-site emergency preparedness and response . This review focused on those changes that have the potential to affect the implementation of the Illinois Plan for Radiological Accidents (IPRA) and in turn, the health and safety of the public.

Based upon our review of this document and the proposed changes contained therein, I see no basis for denial of approval. IEMA therefore concurs and recommends approval of the above LAR.

Kathy, Exelon is working on a License Amendment to revise our Emergency Response Organization to align with the anticipated NRC NUREG 0654 Rev 2 guidance. We have drafted a LAR and would like the State of Iowa to review and comment. These changes will not impact how we communicate with the State of Iowa or the Iowa Counties.

We would like to get a response from the State of Iowa (letter or email) stating that you have reviewed the LAR and any comments have been addressed.

I have attached the draft LAR for your review.
