-~_: __ El\\ClLITY: Big Rock Point Pl ant SUBJEtT:-.~UMMARY OF DISCUSSIONS DURING NRC SITE VISIT ON MAY 8, 1986 On May. 8, 1986,- the NRC Project**Manager and representatives from NRR, Region III, and Brool<haven National Laboratories, met with representatives of Consumers Power Company (CPC) at the Big Rock* Point Plant to discuss technical issues related to iO CFR 50, Appendix R.
Enclosed is a list of attendees.
The meeting began with introductory remarks provided by the Big *Rock Point Plant Superintendent and NRC Project Manager.
The purpose of the meeting was to obtain information regarding the unique facility design, to discu~s evaluations performed relating to 10 CFR 50, Appendix R, and provide guidance to CPC regarding a variety of fire protection issues.
Specifically, the fire areas discussed included the Control Room, Containment, and facility Screenhouse.
The licensee, in each case, presented information to the ~taff regarding appropriate component locations and safe shutdown analyses as appropriate. Preliminary discussions began on the contents of the planned Comprehensive Fire Protection Document.
Further discussion of the contents of this document is anticipated.
As a result of these discussions an agreement was* reached, between the NRC staff and CPC representatives regarding fire watch activities in the Big Rock Point Control Room.
By letters. dated April 14, 1986 and Apr_il 23, 1986, C.PC committed to the immediate implementation.of a fire watch in the Big Rock Point Plant Control Room.
This fire watch was accomplished *by personnel trained in fire-fighting methods performing a tour of the Control Room within*
every 30 minutes. This specific compensatory action was deemed necessary as a result of the identificatton of the unresolved status and lack of complete information concerning CPC's request for exemption dated September 28, 1982, from the requirement for separation of safe shutdown circuits in the Control Room.
As a result of the discussions held on May 8, 1986, and information provided by CPC, NRC concerns on this issue have been resolved so as to agree to the termination o( these fire watch activities.
By letter dated May 9, 1986, CPC submitted to the NRC a summary statement of this.agreement.
