Gentlemen:

This refers to the special team inspection conducted by Mr. W. Kropp and

others of this office on October 26-30 and December 17, 1987, of activities

at Palisades Nuclear Generating Plant authorized by NRC Operating License

No. DPR-20, and to the discussion of our findings with Mr. D. Hoffman and

others of y6ur staff at the ~onclusion of the inspection.

The purpose of

this inspection was to ascertain whether there was continuing progress in

improving the material condition of the Palisades facility.

During this inspection, certain of your activities appeared to be in ~iolation

of NRC requirements, as specified in the enclosed Notice.

A written response

is required.

The enclosed copy of our inspection report identifies areas examined during

the inspection.

Within these areas, the inspection consisted of a s~lective

examination of procedures and representative records, observations, and

intervi~ws with personnel~

Based on results of the inspection, the team concluded that the material

condition was continuing to improve.

The team perceived that plant personnel

had an overall attitude to perform activities right the first time.

Also

evident was a continuing commitment by plant management to improve Palisades

maintenance activities.

Two concerns were identified by the team that require management involvement

to ensure timely resolution.

1.

The team identified a failure to implement timely corrective action

associated with a loss of shutdown cooling on October 15, 1987.

It

appeared that a contributing cause of this event was ineffective control

of site contractor indoctrination and training prior ~o conducting motor

operator valve diagnostic tests.

Measures should be established to ,ensure

that site contractors are properly indoctrinated and trained prior to

commencing work activities.

The other concern pertained to the Configuration Control Project.

A

violation in Inspection Report No. 50-255/86028 identified as-built

inaccuracies with electrical drawings.

Your corrective action included

establishment of the Configuration Control Project that involves

performing walkdowns of electrical systems.

During this inspection, the

team identified an electrical drawing that was not revised to incorporate

a recent modification.

If future modifications are not. incorporated into

drawings, the effectiveness of your Configuration Control Project could

be adversely affected.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter, the enclosures, and your response to this letter will be placed

in the NRC Public Document Room .

. The responses directed by this letter and the accompanying Notice are not

subject to the clearance procedures of the Office of Management and Budget

as required by the Pape_rwork Reduction Act of 1980, PL 96-511.

We will gladly discuss any questions you have concerning this inspection.
