MAY 4 1987 This letter is to acknowledge the fulfillment of the commitments documented
!Jm g in your March 26, 1987 letter and confirmed by our March 27, 1987 Confirmatory Action Letter (CAL).
With regard to the CAL, you kept us informed of the status of your commitments during power ascension, notified us of the plant status prior to exceeding the specified hold points, and did not operate the plant with the service water inlet temperature above 53 degrees F.
With regard to the 53 degree F service water temperature limitation, a new analysis was submitted by Consumers Power Company [[letter::PNO-III-87-053, on 870412,reactor Manually Tripped as Result of Leak in Electrohydraulic Control (EHC) Sys for Main Turbine.Caused by Fatigue Failure of Impeller of Pump in EHC Sys.Pump Repaired|letter dated April 13, 1987]] as part of the justificatibn for withdrawal of your license amendment request of December 2, 1986.
The attached Safety Evaluation by the Office of Nuclear Reactor Regulation approves your analysis for operation with service water temperatures up to 80 degrees F. Accordingly, we conclude that all commitments and operating restrictions documented in our March 27, 1987 CAL have been satisfied.
