This refers to the routine safety inspection conducted by Mr. E. R. Swanson

and Miss C. D. Anderson of this office during the period of September 9

through October 20, 1986, of activities at the Palisades Nuclear Generating

Plant authorized by NRC Provisional Operating License No. DPR-20 and to the

discussion of our findings with Mr. J. F. Firlit and others of your staff at

the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection.

Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

As discussed in paragraph 4.b of the enclosed report, an issue was identified

during the inspection regarding extended inoperability of the Service Water

System.

This issue is being reviewed by Region III to determine whether

escalated enforcement is warranted.

You will be advised by separate

correspondence of the results of that r~view.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter, the enclosures, and your response to this letter will be placed

in the NRC Public Document Room.

We will gladly discuss any questions you have concerning this inspection.
