NOTIFICATION OF DELAY IN RESPONDING TO CERTAIN NRC CONCERNS REGARDING PALISADES SAFETY PARAMETER DISPLAY SYSTEM Kenneth W Berry Director Nuclear licensing By letter dated August 21, 1985, Consumers Power Company submitted a revised preliminary Safety Analysis Report for the Palisades Plant Safety Parameter Display System (SPDS) to the NRC.

Subsequently, by letter dated March 17, 1986, the NRC requested that Consumers Power Company provide additional information regarding the Palisades SPDS in order for the NRC to complete its review of this system.

That letter requested that Consumers Power Company respond by May

~9, 1986.

The additional information requested concerned the identification of the parameters required by the Plant operators to evaluate the Critical Safety Functions identified in section 4.l(F) of Generic Letter 82-33, the basis for parameter selection, and where those parameters are displayed by the SPDS.

Information regarding the the range of the displayed neutron flux, reactor vessel level, and radiation monitoring of an isolated steam generator was al_so requested.

In addition to the items identified above, information was requested concerning the human factors guidelines used to design the display formats, the Verification and Validation Plan used to confirm the design and operation of the system, and information regarding the processing of trend data by the SPDS.

Based on a conference call on April 8, 1986 between members of your Staff and Consumers Power Company staff, which clarified the information requested by the NRC, we have determined that we will be able to provide the additional information by May 19, 1986, with the exception of items 2.1 "Display Clutter" and 2.2 "Verification and Validation".

In order to adequately address the NRC concerns regarding these two items, Consumers Power Company has requested that the equipment manufacturer provide data describing the human factors guide-lines used during the design of the SPDS displays and a description of the man-in-the-loop validation testing performed on a similar display concept at a OC0586-0017S-NL01

different nuclear plant.

This information will be evaluated by Consumers Power Company to ensure that it addresses the NRC concerns.

Therefore, Consumers Power Company is notifying the NRC of a delay, until August 29, 1986, in responding to the NRC request for additional information for items 2.1 "Display Clutter" and 2.2 "Verification and Validation". As stated in Consumers Power Company letter dated April 14, 1983, we have not.requested a pre-implementation review of the SPDS by the NRC therefore, this delay will not result in any delay in the final* implementation of the SPDS.
