BACKLOG OF TECHNICAL SPECIFICATION CHANGE REQUESTS Consumers Power Company has re.cently reviewed each currently open Technical Specification Change Request for the.Palisades Plant.
Our review indicated approximately 40 open change requests dating back as far as 1979.
In order to promote continued refinement of the Palisades Technical Specifications as well as facilitate our own ability to propose further changes, we believe the backlog of change requests must be reduced.
Consequently, we have classified each change requ*est into one of three categories with respect to its suitability with our current Technical Specifications.
Attachments I, II, and III to this letter. list the change requests in their appropriate category, as follows:
I.
The change request remains appropriate; a Technical Specification Amendment is requested.
II.
The change request is no longer appropriate as submitted; further negotiation or revision is necessary.
III.
The change request is no longer necessary; Consumers Power Company, hereby, withdraws the change request.
The subject changes have been the topic of several conversations between Consumers Power Company staff and the NRC Palisades Project Manager.
We have agreed on an informal prioritization of work activities for the Attachment I and II change requests.

The change requests listed in Attachment I require NRC action.
The change requests identified in Attachment II require extensive revision before they can be considered for approval.
For this reason, we request that change requests in Attachment II be put in a hold status, pending necessary revisions by Consumers Power Company.
For many of the withdrawn change requests identified in Attachment III, Consumers Power Company presumes little or no review time was expended by the NRC, due primarily to their relative low priority.
Consequently, we request a refund or credit for each fee paid in conjunction with submitting the change request, as indicated in Attachment HI.
