SUPPLEMENT 1 TO NUREG-0737 -
SAFETY PARAMETER DISPLAY SYSTEM - REVISED PRELIMINARY SAFETY ANALYSIS REPORT Consumers Power Company submittal, dated July 31, 1984 provided, in part, a preliminary design description of the Safety Parameter Display System (SPDS) proposed for the Palisades Plant.
This letter submits, as Attachment 1, a revised design description for the Palisades SPDS and thereby supercedes the information regarding the SPDS in our July 31, 1984 letter. Attachment 2 responds to an NRC letter, dated May 9, 1985 requesting additional information regarding electrical isolation of the proposed SPDS.
As originally proposed in Consumers Power Company's July 31, 1984 letter, the SPDS would be a single, continuously displayed page of the Combustion Engineering designed Critical Functions Monitoring System (CFMS).
The display would be provided by a dedicated CRT to be located on the CllA panel in the control room.
The SPDS display page would also be selectable at the CFMS monitors located in the TSC, EOF and General Office.
The SPDS display was designed to provide the plant operators with a limited set of key safety parameters in bar chart form.
This design for the SPDS was chosen by Consumers Power Company based on our interpretation of the requirements of Supplement 1 to NUREG-0737 and NRC guidance regarding the SPDS available during 1983 and the early part of 1984.
Subsequent to our July 31, 1984 submittal Consumers Power Company determined that several additional parameters were needed by the operators to aid in the assessment of the safety status of the plant during emergency operations.
The addition of these additional parameters resulted in an SPDS disp_lay that was conjested and difficult to read.
Also, as part of this revaluation of the SPDS design, Consumers Power compared the pr(:,posed SPDS ag_~:f;nst the Human Factors criteria provided in the latest revisiori:of Appendix A*of Section 18.2 of the Standard Review Plan (NUREG-0800).

Based on our interperation of the guidance provided by the Standard Review Plan, Consumers Power Company believes that the CFMS currently installed at the Palisades Plant will meet the intent and requirements for a Safety Parameter Display System and thus a single page SPDS display and a dedicated CRT in the CllA panel are not required. to this letter describes the CFMS in detail.
Because of the modification of the scope of the SPDS program, training on the CFMS was not completed by May, 1985 as implied in Consumers Power Companys letter of July 31, 1985.
Operator training on the use of the CFMS will however, be completed prior to the implemention of the CFMS.
This change in the implemention and training schedule for the CFMS is consistant with the Commission's Order dated July 10, 1985.
