EVALUATION OF PAL_ISADES - MSLB SINGLE-FAILURE BACKFITS Consumers Power Company letter dated August 21, 1984 and entitled SEP Topic XV-2 "Spectrum of St_eam Piping Failures Inside and Outside _Containment,"

committed to submit a final Probabilistic Risk Assessment (PRA) and cost-benefit analysis on the.actual safety significance of the two-steam generator - blowdown event as well as the most cost-effective modifications (if modification is required) to reduce the likelihood of this event.

During this analysis it was determined that the safety concerns of IE Bulletin 80-04 which covers the subject of Main Steam Line Break with Continued Feedwater Additi.on could be included.

This inclusion, meant a reanalysis of the commitment made in our July 26, 1983 submittal to provide redundant isolation of the main feedwater and bypass line to further insure that a single failure of the valves in either of these lines did not result in continuous feedwater coincident with the main steam line break event.

The final results of the analysis and examinations for these two issues are presented in t~e-form of the attached report.
