consumers Power David J VandeWalle company Director of Nuclear Licensing General Offices: 1945 West Parnall Road, Jackson, Ml 49201 * (517) 788-1636 March 29, 1985 Director, Nuclear Reactor Regulation US Nuclear Regulatory Commission Washington, DC 20555 DOCKET 50-255 - LICENSE DPR PALISADES PLANT PROPOSED TECHNICAL SPECIFICATION CHANGE REQUEST -*DELETE TECHNICAL SPECIFICATION 4.13, REACTOR INTERNALS VIBRATION MONITORING Attached are three (3) originals and thirty-seven (37) conformed copies of a Request for Change to the Palisades Technical Specifications. The attached proposed change deletes Technical Specification 4.13, Reactor Internals Vibration Monitoring. The deletion is based upon three reasons. First, the modification which increased the core barrel clamping force has been proven effective over the last ten years by weekly surveillance data. This information has been submitted annually (reference our letter dated February 13, 1985). The measured values have been predictable and consistently far below the established limits for vibration. Second, the Inservice Inspection performed on the reactor internals during the last refueling outage showed no signs of increased vibration. Third, Consumers Power Company is committing to a 90 day surveillance.program as recommended by ASME Standard OM-05, 1981, which will be administratively controlled and not part of our Technical Specifications.

A problem with the surveillance equipment utilized in the reactor internals vibration monitoring program at Palisades has recently arisen. The data analyzer has become inoperable and is judged unrepairable. Replacement equipment is not readily available due to cost and time needed for software development. Consequently, we are unable to implement the program on the frequency specified in the technical specification. We are presently recording the vibration data on magnetic tape and sending it to an outside firm for analysis. This is being performed once each 90 days consistent with

This situation will continue until such time that we can obtain replacement equipment. We have informed NRC Region III of this situation and of this Technical Specification Change Request since our present Technical Specifications require the surveillance to be performed once each seven days.

A check in the amount of $150.00 is enclosed as required by 10CFR170.21.
