CONSUMERS POWER COMPANY.
DOCKET 50-255 - LICENSE DPR PALISADES PLANT REQUEST FOR CHANGE TO TECHNICAL SPECIFICATIONS For the reasons hereinafter set forth, it is requested that the Technical Specifications contained in the Provisional Operating License DPR-20, Docket 50-255, issued to Consumers Power Company on October 16, 1972, for the Palisades Plant be changed as described in Section I below:
I.
CHANGES Delete Technical Specification 4.13, Reactor Internals Vibration Monitoring in its entirety.
II.
DISCUSSION In 1973, an inspection of the reactor internals at the Palisades Plant revealed wear due to a loss of core barrel clamping force.
Modifications were subsequently completed to provide a greater clamping force on the reactor internals.
The surveillance program established by Technical Specification 4.13, Reactor Internals Vibration Monitoring, was to ensure the integrity of this modification.
During Plant operation over the past 10 years, surveillance data has been taken and analyzed on a weekly basis.
The measured values have been predictable and consistently far below the established limits for vibration.
Consequently, the modification which increased the core barrel clamping force has been proven effective over a number of years and core cycles, and the surveillance program can prudently be eliminated.
III. Basis for Determination of No Significant Hazards Considerations We have reviewed the proposed change to delete the Reactor Internals Vibration Monitoring surveillance program in order to determine whether or not this change involves a significant hazards consideration.
In our review, we have used the guidance of certain examples (48FR14870).
One of the examples (iv) in this guidance is if demonstration of acceptable operation from an operating restriction that was imposed because acceptable operation was not yet demonstrated can be made, it can be considered not likely to involve significant hazards considerations.
This change is based on the fact that during plant operation over the past 10 years, surveillance data has been taken and analyzed on a weekly basis.
The measured values have been predictable and consistently far below the established limits for vibration.
Consequent-ly, the modification which increased the core barrel.clamping force has been proven effective over a number of years and core cycles, and the

We therefore, have determined that this change falls within the example and, therefore, the change does not involve a significant hazards consideration.
IV.
Conclusion The Palisades Plant Review Committee has reviewed this Technical Specification Change Request and has determined th?t this change does not involve an unreviewed safety question and therefore involves no significant hazards consideration.
This change has also been reviewed under the cognizance of the Nuclear Safety Board.
A copy of this Technical Specification Change Request has been sent to the State of Michigan official designated to receive such Amendments to the Operating License.
