In addition, that portion of your request.that deals with using offsite assistance to perform the functions needed to attain and maintain safe, hot shutdown has not been* justified. The availability of that person and the accessibility to.the site in all weather conditions has not been demonstrated. Therefore, that part of the request we find unacceptable.*

We have not been able to find that this report has been dock~ted or reviewed.
Therefore, *it is not a v*a 1 id reference.
The calculations that you provide should not reJy on.CEN-125~
The Consumers Power Company performed the calculation using the RETRAN computer code.
However, a topical report for its use was n~ver submitted for. NRC approva 1 (Ref. Generic Letter 83-11) *. Therefore, more detai 1 s regardinq the calculation are necessary (e.g.*, assumptions, initial
