consumers Power company General Offices: 1945 West Parnall Road, Jackson, Ml 49201 * (517) 788-0550 May 16, 1984 Dennis M Crutchfield, Chief Operating Reactor Branch No 5 Nuclear Reactor Regulation US Nuclear Regulatory Commission Washington, DC 20555 DOCKET 50-255 - LICENSE DPR PALISADES PLANT - PALISADES FUEL MEETING ASYMMETRIC LOCA LOADS By letter dated July 9, 1982 Consumers Power Company provided up-to-date information concerning unresolved safety issues (USI's) applicable to the Palisades Plant.
This information would be evaluated by NRC Staff for incorporation into their Safety Evaluation Report (SER) for conversion of the Provisional Operating License (POL) to a Full-Term Operating License (FTOL).
Consumers Power Company response to USI A-2 "Asymmetric Blowdown Loads on the Reactor Coolant System (RCS)" stated that revised mechanical design specifica-tions for Palisades fuel were being prepared.
These revised specifications would ensure the new fuel design being capable of withstanding loads calculated using the results of the hydraulic analyses being performed by Combustion Engineering (CE) for the Palisades Plant.
The July 9, 1982 submittal further stated that vendor selection, fuel design, fabrication and delivery of the first reload of the new fuel design (Reload L) would be completed by mid-1986.
Consumers Power Company is a participating member in the CE Owners Group (CEOG) effort to resolve USI A-2.
The CEOG provided data to Lawrence Livermore Laboratories (LLL) for their probabilistic assessment of the susceptibility of RCS main loop piping to guillotine fractures as referenced in our August 4, 1983 letter. It is our understanding that the LLL analysis has been completed and final resolution of USI A-2 is pending staff action. We anticipate the staffs resolution of USI A-2 will be completed prior to establishment of the final design requirements of Reload L.
Due to the current extended outage at Palisades, Reload L will not be delivered until mid-1987.
The purpose of this letter is to inform you of the change in our schedule.
