A. INTRODUCTION The data obtained by an analysis of samples taken. during 1983 was statis-tically analyzed at the 95% confidence level by the method described in Consumers Power Company internal procedures RSD-E-03. The data was statically evaluated against two criteria. The first is the statistical level which indicates the analysis of samples taken from near sites are higher than those taken from remote control sites but the difference is not significant. The second is the report level (two.times the statis-tical level) which is the minimum detectable difference that exceeds zero

  • at a 95% confidence level. Doses to the public will be evaluated if the report level is exceeded.

B. DISCUSSION AND INTERPRETATION OF RESULTS

1. Air Samples Statistical analysis of the airborne particulate sample data between perimeter and control sites did not exceed reporting level. In many instances, control sites sample values were higher than the perimeter site values.

No I-131 activity was reported above minimum detectable levels.

A total of 624 samples were collected and analyzed; however 6 sample results were deleted from statistical evaluation due to low and/or estimated sample volumes. The missing sample resu.lts do not indicate any significant reduction in the overall sample program. Technical Specification sensitivities were met and no reportable leyels exceeded.

The results are consistent with actual effluent releases and site-specific meteorology .

. 2. Lake Water Statistical analysis between the plant lake water intake and the South Haven treated drinking water samples showed that statistical levels for gross beta or tritium were not exceeded. The plant lake water outlet samples contained tritium above the statistical limit; nowever, this is consistent with monthly reported tritium effluent releases. Lake water outlet samples for the months of.March and September were analyzed for gross beta when initial sample results were above the administrative notification limit of 10 pci/L {both were 11 pci/L). The sample reanalysis data placed gross beta levels at 7 pci/L and 6 pci/L respectively. Technical Specification sampling and sensitivity requi.rements were met.

3. Drinking Water See lake water and well water discussion.
4. Well Water Statistical sample data analysis between the site well supply and two off-site locations showed that the statistical level was not exceeded. The State Park off-site control location has been histor-ically higher in gross beta concentrations than either the township park off-site well or on-site well locations. Technical specifica-tion sampling and sensitivity requirements were met, except for the May Palisades well sample. The sample was inadvertently mislabeled and sent in for analysis. The laboratory, because of the sample's conflicting identification, disposed of it. The missing.sample does not significantly affect the program.
5. Milk No problems were encountered in obtaining milk samples for 1983.

Statistical analysis of sample data between site and control locat~ons showed that reporting levels for Sr-90 and Cs-137 were not exceeded.

I-131 was less than detectable for all samples. The results of the milk sampling program provides reasonable assurance that plant .

effluent* releases .d~d not result in exposure to the public in excess of 5% of 10 CFR 20 limits. Technical Specification sampling and sensitivity requirements were met.

6. Sediment Statistical analyses of sediment data was done using control samples from the Ludington Pump Storage Facility (located approximately 200 miles North of South Haven) and site samples. Gross beta results did not exceed a statistica-1 significance level.* In many cases the control sample beta values were higher than the site values. Sr-90 was reported in 9 of the 13 sites, to include all 5 control sites.*

No reportable Sr-90 levels were reached. This is consistent with published environmental data showing residual amounts of Sr-90 in Lake Michig~n from- weapons testing. Levels of Sr-90 from 1983 and 1982 samples are within 10% of each other. _No detectable levels of Cs-137 were found at any sample location. Technical Specification sampling and analysis requirements were met.

7. Organic - Fish and Crops The reportable limits for organic sample results are based on Technical Specification 4.11.2. S_r-90 results ranged from <,005 pci/gm to .024 pci/gm with no detectable levels of Cs-137 found.

These analytical results are approximately 15% less than those results reported in 1982. Technical Specification sampling and analysis requirements were met.

8; Gamma Dose - TLD There were no missing TLD's during 1983. Statistical analysis of TLD data was done by comparing all indicator locations to control locations. No monthly, quarterly or annual analyses exceeded the statistical level. The Palisades gamma dose sampling program consists of 21 TLD stations: 10 directly on-site; 8 off-site (1-7.5 mi); and 3 control locations. In separate comparison of off-site TLD data and on-site TLD data to the control TLD locations, the on-site locations had an average of 9.8 mr/month to an average of 10.4 mr/month for control TLD's. The off-site TLD's average 10.5 mr/month. This is consistent with expected results based on reported effluent releases. Statistical analysis of the annual TLD stations indicate a statistical level of 5.4 mR/yr would have been detected if present. Technical specification analysis sensitivities were met.

SUMMARY

Only one required Technical Specification analysis was missed in 1983.

That sample is discussed in B.4. Six of the six hundred twenty four air samples collected in 1983 were deleted from the statistical analysis because of estimated flows due to meter malfunctions. Three of the malfunctions occurred in the last two weeks of December due to the extremely cold weather.

All Tech Specification analysis requirements were met except for sample noted above.

Technical Specification requirements for calibration of air samplers meters was met.

The missing or deleted results did not constitute a significant reduction in the overall program and no special reports per T.S. 6.9.3.2 were made on 1983 requirements.

D. 1983 data analysis was done by Eberline Laboratories. In 1984, the analysis will be performed by Teledyne Isotopes Laboratory, Northbrook, Illinois.
