. CONSUMERS POWER COMPANY

  • DOCKET 50-255 - LICENSE DPR PALISADES. PLANT REQUEST FOR CHANGE TO TECHNICAL SPECIFICATIONS For *the reasons hereinafter set forth-, it is requested that the Technical Specifications contained in the Provisional Operating License DPR-20, Docket 50-255, issued to Consumers Power Company on October 16, 1972, for the Palisades Plant be changed as described in Section I below:

I. CHANGES(s)

A.

Add Specifications 4.7.2c and 4.7.2d to read as follows:

"4.7.2c At least once per 18 months, during shutdown, by verifying that the battery capacity is adequate to supply and maintain in OPERABLE status all of the actual emergency loads for 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br /> when the battery is subjected to a battery service test."

"4.7.2d At least once per 60 months, during shutdown, by verifying that the battery capacity is at least 80% of the manufacturer's rating when subjected to a performance discharge test.

This performance discharge test shall be performed subsequent.to the satisfactory completion of the required battery service test."

Change the existing Basis for Specification 4.7.3 by modifying the last sentence and by adding additional basis statements as identified below:

  • The surveillance specified for every month and for every three months is that which has been demonstrated over the years to provide an indication of a cell becoming unserviceable long before it fails.

The surveillance specified for every 18 months and for every 60 months will provide an adequate demonstration of battery capacity.

The battery service test will verify that the battery capaicity is adequate to deliver the design requirements of its connected emergency de load.

  • The battery performance test will verify that the battery capacity is at least 80%.of the manufacturer's rating.

Results of this test reflect all factors including maintenance and determine batery capability."

Technical Specifications pages, revised as indicated above, are attached.

The proposed changes are shown by a vertical line in the right-hand margin.

II. DISCUSSION By" letter dated May 22, 1981, the NRC submitted its safety evaluation of SEP Topic VIII-3.A "Station Battery Capacity Test Requirements".

In the evaluation, the NRC proposed that a battery service test and a battery discharge test be performed on the station batteries once every 18 months and once every 60 months, respectively.

In addition, the NRC noted in its evaluation that Palisades Plant does not conform to current licensing requirements since the existing Technical Specififications do not require periodic station battery service and discharge tests.

DMCrutchfield, Chief Palisades Plant SEP TOPIC VIII-3.A March 14, 1983 In partial response to the aforementioned NRC safety evaluation, Consumers Power Company committed by letter dated March 31, 1982 to implement a station battery capacity and service testing program.

It should be noted that Consumers Power Company is presently drafting procedures which will be used to perform the station battery service and performance discharge tests.

The implementation of the service and performance discharge tests as well as the requested changes in Technical Specifications as described in Section I above, represent a Consumers Power Company response which adequately addresses all of the issues documented in the NRC's safety evaluation.

III.

CONCLUSION Based on the foregoing, both the Palisades Plant Review Committee and the Safety and Audit.Review Board have concluded that these changes do not involve an unreviewed safety question.
