.May 22 ' l98l Director, Nuclear Reactor Regulation Att.Mr Dennis.M Crutchfield, Chief Operating Reactors Branch No 5 US Nuclear Regulatory Commission Washington, DC 20555 DOCKET 50-255 - LICENSE DPR PALISADES PLANT - REACTOR VESSEL PRESSURIZED THERMAL SHOCK NRC Generic Letter.8l-l9, dated April 20, l981 requested a letter report from each of the PWR owners groups SUlDIDarizing their efforts on Reactor Vessel Pressurized Thermal Shock by.May l5, l98l.

The referenced letter also requested Consumers Power Company to provide a response by May 22, l98l identifying the specific actions we are proposing to take on thi_s subject for our Palisades Plant.

The May l5, l98l response from the C'-E Owners Group,* Mr KP Baskin, Chairman, C-E Owners Group to.Mr Darrell G Eisenhut, Director, Division of Licensing, identified the specific actions being taken by the C-E Owners Group and supplied a summary of infor.mation that indicates there is no immediate safety concern regarding this subject among C-E plant owners.

Consumers Power Company is in full agreement with the May 15, l98l letter, Baskin to Eisenhut, and will be participating in all phases of the program plan to be authorized at the C-E Owners Group meeting June 4, l98l.

This par-ticipation will provide the requested responses for the NRC Action Plan Item II.K.2.l3 for NUREG-0737, the concerns raised by the NRC at the meeting on March l3, l981 regarding non-LOCA transients and the concerns raised by the NRC at the.meeting on April 29, l98l related to evaluation of irradiation conditions in reactor vessels.
