BORON SOLUBILITY DURING LONG TERM COOLING FOLLOWING LOSS OF COOLANT ACCIDENT-MULTIPLANT ACTION C-12 AND WASH 1400 EVENT V, 11PRIMARY COOLANT SYSTEM ISOLATION VALVES" - MULTIPLANT ACTION B-45 By letter dated February 8, 1982, v-1e sent you the final assessment report for. Topic IX-4 in the Systematic Evaluation Program.
That report found acceptable the modifications at Palisades to prevent boric acid precipita-tion during long term cooling following a LOCA.
Therefore, we consider multiplant action (MPA) C-12 to be closed. The design of that system as shown on the figure in your October 9, 1981 submittal indicates that a valve configuration similar to that in the high pressure safety injection to the cold legs is incorporated for isolation of the new long term cooling line from the hot leg drain nozzle (i.e. a motor operated valve in series with two check valves).
On the same basis that surveillance testing and limiting conditions for operation were. required for the cold leg injection check valves, we conclude that the check valves 3408, 3409, and 3410 should be added to Table 4.3.l of the Palisades Technical Specifications.
Please review this matter and within 45 days either submit the appropriate addition to the Technical Specifications or provide justification for not doing so.
