Docket No. 50-255 LS05-82 046 9*
Mr. David J. VandeWa11e February 08, 1982 Nuclear Licensing Administrator Consumers Power Company 1945 W Parnall Road Jackson, Michigan 49201
Dear Mr. VandeNalle:
SUBJECT:
STATUS OF SEP TOPICS III-1, III-4.B~ III-5.A, IV-2, IX-1, AND IX-4 (PALISADES)
This letter is to inform you that the draft Safety Evaluation Reports for SEP Topics III-4.B, Turbina Missiles; IV-2, Reactivity Control Systems Including Functional Design and Protection Against Single Failures; IX-1~ Fuel Storage and IX-4, Boron Addition System forwarded by our letters dated December 2, 1981, October 16, 1981, December 31, 1981, and November 23, 1981 respe~tive1y, are considered final Safety Evaluation Reports.
During a phone conversation between G. Cwalina of NRC's Systematic Evaluation Program Branch and R. Vincent of Consumers Power Company, you confirmed that these draft Safety Evaluations were factually correct and that you had no other comments.
The staff con-clusion that the facility design meets or is equivalent to current licensing criteria for these topics is, therefore, unchanged.
SEP Topics III-1, Classification of Structures, Components and *systems (Seismic and Quality} and III-5.A, Effects of Pipe Break on Structures, Systems and Components inside Containment which were forwarded by our*
letters dated December 29, 1981 and December 4, 1981, are also considered final Safety Evaluation Reports.
Our basis for this position is that you ~eo'f have not responded to the factua 1 correctness of these draft eva 1 uatfons
- 1 I within the requested 30 days. Also, the actual classification of struc-*
i /I tures, systems and components used in Topic III-1 was previously reviewed 1
0
)
and was confirmed to be accurate by Consumers Power Company letter dateq t)SIA. ~~\\...: 't August 24, 1981 and the draft evaluation for Topic III-5.A was based upon your report which was forwarded by your letter dated August 13, 1981.
The open i terns in these two topics wi 11 be factored into the * :'
integrated assessment of your facility.
Sincerely,
\\
