INSTRUMENTATION AND CONTROL SYSTEMS Attached are three (3) originals and thirty seven (37) conformed copies of a-request for change to the Palisades Technical Specifications.

The requested changes pertain to the requirements for operation with an inoperable Reactor Protection System (RPS) and Engineered Safety Features Actuation System (ESFAS) channel, and add Limiting Conditions for Operation and Surveillance requirements for containment pressure and water level instrumentation.

NRC letter dated April 16, 1981 resumed the evaluation of the RPS inoperable channel condition for the Palisades Plant.

The referenced.letter'stated that long term operation of a four channel Reactor Protection System and Engineered Safety Features Actuation System in a 2 out of 3 logic configuration would be acceptable provided all four channels are sufficiently independent.

The referenced letter therefore requested a review of RPS and ESFAS channel separation in order to demonstrate sufficient independency of all four channels, or as an alternative, an application for Technical Specification Change similiar to the Calvert Cliffs and St Lucie Technical Specifications would be acceptable, provided that documentation of design similarity to that of Calvert Cliffs and St Lucie was included.

NRC letter dated March 31, 1982, however, stated that a proposed Technical Specification change similar to the Calvert Cliffs Technical Specifications could be requested by Consumers Power Company without any further analyses or review of the protection system by either the NRC or Consumers Power Company.

Consumers Power Company submitted a proposed Technical Specification change for the operation with an inoperable RPS and ESFAS channel on April 21, 1982. It was later determined, however, that a section had been inadvertently deleted and that some instrumentation listed in the existing Technical Specification instrumentation tables would be more appropriate in other tables.

Therefore, our April 21, 1982 letter is superseded by this submittal.

. I DMCrutchfield, Chief Palisades Plant Request for** Tech Spec Change June 25, 1982 The containment pressure and water level instrumentation are included as part of this Technical Specification due to the fact that they are built into the revised Technical Specfication Instrumentation Tables.

The instrumentation is consistent with the recommendations of NUREG-0737, Item II.F.l - Attachments 4 and 5.

The change request completes our commitment and associated responses to these specific NUREG-0737 items.

We hereby submit the appropriate Technical Specification changes.

The proposed changes involve a single safety issue.

A check in the amount of $4,000 was attached to our April 21, 1982 Technical Specification change request pursuant to 10 CFR 170.22, Class III change.

Therefore, a check does not accompany this submittal.
