Appendix A NOTICE OF VIOLATION Consumers Power Company Docket No. 50-255 As a result of the inspection conducted on August 17-20, 1981, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7, 1980), the following violation was identified:
Palisades Technical Specifications Section 6.10.1.e requires records of training and qualification for members of the plant staff to be retained for five years.
Administrative Procedure 13 contains specific requirements for training and records.
Contrary to the above, records of training for several employees did not exist in the following areas where training was not conducted as required:
- 1.
Quarterly job related Industrial/Fire Safety.
- 2.
Periodic training in Administrative and Departmental Procedures.
- 3.
Annual Controlled Material Procedures Training.
- 4.
Biennial Training in Crane Safety, use of Forklifts, and Scaffolding/Rigging.
- 5.
Senior Chem Tech Training.
- 6.
Technical Specifications.
This is a Severity Level V violation (Supplement I).
Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within thirty days of the date of this Not:lce a written statement or explanation in reply, including for each item of noncompliance:
(1) cor-rective action taken and the results achieved; (2) corrective action to be taken to avoid further noncompliance; and (3) the date when full compliance will be achieved.
Under the authority of Section 182 of the Atomic Energy Act of 1954, as amended, this response shall be submitted under oath or affirmation.
Consideration may be given to extending your response time for good cause shown.
