PALISADES SEP TOPIC VI-7.B ESF SWITCHOVER FROM INJECTION TO RECIRCULATION MODE (AUTOMATIC ECCS REALIGNMENT)
On May 19, 1981, the staff transmitted a safety evaluation of Topic VI-7.B, based on contractor reports on the instrumentation and control systems used to per.fonn the switchover.
The staff has also cQnsidered the switchover f"2m the standpoint of compo-nent redundancy and. net positive suction head (~~PSH). Our evaluation of these aspects is enclosed.

When the water in the SIR~~ tank reaches a predetermined low ]evei~ a'recir~u1~tion#~ctuation signal (RAS) opens the containment sump valves (to realig*n-*water sup.ply)~ closes the SIRW tank valves, stops the low-pressure pumps and closes the valves in the pump minimum flow lines..

E v a 1 u a ti on The injection and recirculation paths have t~o emergency cooling-water loops that *receive water from the SIRW tank dur:.irig i.njection, and from the con-tainment sump during recirculation.
During injection, with all injection.
and containment spray pumps running, the SIRW tank will provi~e approxi~ately 2~ minutes supply of water before pump suction must be switched to the con-tainment sump..
During realignment of water supply from the SJRW to the cont~inment sump, a one-minute overlapping stroke is provided to allow.mixing and assure adequate NPSH during the transfer.
Ccimp6nent redundancy in the injection and recirculation paths precludes loss of core or containment cooling capability, from failure of any single component.

- 2 III. *Conclusion As part of the SEP review for the P~lisades Plant, we have evaluated the licensee's sa~ety injection system design (Ref. l) against the criteria of SRP Section 6.3, Branch.Technical Position RSB 6-l, and ha~e concluded that the design is in conformance with those criter~a.
