NRC letter dated November 13, 1980, informed Consumers Power Company of the requirement under 10 CFR 50.54(s)(l) to submit site specific as well as state and local Radiological Emergency Response Plans by Janua:::-y 2, 1981.

Consumers Power Company letter dated January 2, 1981, transmitted the site specific plan fo~ the Palisades Plant.

As stated in this letter and further discussed in our letter of January 23, 1981, however, the draft state and local plans were not submitted per the instructions of both FEViA, REgion V and the State of Michigan.

Since th~ state and local plans were being reYised and since bot.h the state and FE.1V1A considered that the review and approval responsi-bility belonged to FEM.A, they felt that the plans should not be submitted until they were in their FEMA-approved final form.

They were to be submitted when F'El\\1A notified NRC that the plans had been approved.

Subsequent a.iscussicns between Mr Axelson (NRC) and Mr Frost (CPCo) on Janu-ary 28, 1981,.and between Mr Paulson (NRC) and Mr Vincent (CPCo) on January 30, 1981, indicated the NRC's desire that the state and local plans be submitted whether or not they were in final form.

By further discussion with Mr Wenger (FEMA), it was agreed that Consumers Power Company would submit the latest drafts of the state and local plans now in our possession.

Attached to this letter, therefore, are copies of the draft Michigan Emergency Preparedness Plan; Appendix 1 to the Basic Plan of Vani3uren County Nuclear Incident Response; Allegan County Office Emergency Preparedness A, Appendix I-Palisades Nuclear Power Plant; Incident Response Actions to the Allegan County Basic Plan; Berrien County Emergency Response Plan-Nuclear Power Plant Incident Procedures; State of Indiana Radiological Emergency Response Plan for ?ixed Juclear ?acilities.
