SUSJECT: REACTOR EXPERIENCE RE ATED TO CONCERN $ OF S. L. C0t-EN RECARDING REFUELING nATER STORAGE TAtx (RaST) AVAILASILITY
Dear Dr. OK:
ent:
Tnis is tc fell:n.;; en mj letter of November 9,1980, regarcing RwST availa:llity.
I fcunc several incidents related tc this subject anc they are ciscusse: here. My sear:n for tnis information was brief, so my list of RwST-rela:ec in:icents is nct com;:lete. Mcwever, it c:es show some rather ccm. On pr :lems affecting Rn5Ts. My source of information was Nuclear P wer Experience, Inc.
Free:ing weather interferes with several asce:ts of RwST availa0!!ity, as ircicate: ty events at Palisa:es, Maine Yankee, anc 00: nee. Further, events at Palissces an: inree Mile Islanc incicate pr:Olems.,itn venting of the RaST that cause tank camage. Licensees shoul be particularly careful to guurc against these :ntributors to RwST unavaila:llity.
Palisa:es - During snutcca, in January 1976, tne tafety injection refce a ng water (SIRn; tank cecame centec.nen the tank was crainec.
Ice anc clogged the tank's vent causing a vacuum and subsecuent cen Ing.
(The snca SIRA tarx at Pa!!saces is tneir equivalent of a RnST.)
v ine YB9kee - while at 60% 00.er in Fe ruary 1973, the valves :::cvicing a
RwST su::icn f:r the charging pumps fallec in a test of the ECCS. Free:ing preventec :::ening Of one valve anc restrictec full cpening of ancther. Icing was believec to nave resulted from a severe ice s:ctm that morning.
Oconee - while unit 3 was at 100% pcwer in Decem0er 1976, a level incica :: for tre coratec ater storage tank (SnST) shcwe: cecreasing water level in the tank. Free:ing in a process line caused the erroneous reading.
The incicent.as re;;eated the f llowing month at unit 2 anen the SwST level incicati:n fluctuate: (the SAST at Sacccck and wilecx plants is e uivalent to tne RsST).
TMI - Ouring refueling at Unit 1 in March 1979, the SwST dome partially c llapsec curing crawcown from the tank. A fallec vacuum breaker preventec venting anc resultec in a vacuum in the tank.
Sircerely,
/
