The NRC letter dated October 31, 1980 incorporated into one document all TMI-rel!ated items approved for implementation by the Commission at this time.
This letter is also identified as NUREG-0737, "Clarification of TMI Action Plan Req\\.iirements."
This total document package provides items to be addressed by licensees to improve safety at power reactors in view of the accident at Three Mil~ Island.
The items to be addressed include recommendations and schedules,
for; those tasks identified by the items.
I Conkumers Power Company's response to the NRC letter dated October 31, 1980 is prorlded by this letter and its enclosure entitled, "Consumers Power Company's NUREG-0737 Response - Palisades Nuclear Plant." This response provides Consumers Power Company's intended actions with respect to the items of NUREG-0737 and supersedes previous submittals on equivalent items from documents such as NUREG-0578, -0635 and -0660, except where specifically indicated in the text of "Lidensee Action."
We have attempted to include references to previous related cortespondence for continuity.

It is intended that this response provide all NRC-requested information required I
by January 1, 1981.
Therefore, all requested evaluations, design and schedule information are provided herein or by reference, including deviations from recom-mendations and schedules with their bases. It should be understood that the in-formation contained herein represents Consumers Power Gompany's intended actions, but !unforeseen problems may require modification of these actions as evaluation, desilgn and procurement progress.
Such modifications to Consumers Power Company's int~,nded actions, where significant, will be formally submitted.

No specific commitments are made in this submittal to provide design.documentation where it is requested for post-implementation review.
However, such information is routinely made available to NRC inspectors as a normal practice.
We assume that this practice satisfies the requests in NUREG-0737.
