CONSUMERS POWER COMPANY Do~ket 50-255 Request for Change to the Technical Specifications License DPR-20 For the reasons hereinafter set forth, it is requested that the Technical Specifications contained in the Pro_visional Operating License DPR-20, Docket 50-255, issued to Consumers Power Company on October 16, 1972, for the Palisades Plant be changed as described in Section I below:

I. Changes A. Add the following statement to Section 3.7.1.m:

" m. Undervoltage .relays_ 127-7, 8. II B. Add the following to Section 3.7.2.n:

"n. One phase of the undervoltage relay 127-7 or 127-8 may be inoperable provided that the contact associated with that relay is in a closed condition to allow the remaining two relays to function as 2 of 2 logic and the relays on the other two phases are operable."

C. Add the following to the Basis section of .Section 3. 7:

"Undervoltage relays are intended to protect safety-related electrical equipment from sustained undervoltage conditions. There are

  • three ft j single-phase relays per safety bus, arranged in 3 out of 3 logic.

D. Add the following to the.Basis section of Section 3.16.g(l):

"g(l) 2400 V Emergency Bus Undervoltage (Loss of Voltage)

"The 2400 V emergency bus loss of voltage protection is provided by relays 127-1 and 127-2 for buses lC and lD. One IAV54E relay monitors each of the three phases. The settings and acceptance criteria are shown in Table 3.16.1."

"g(2) 2400 V Source Undervoltage (Loss of Voltage)

"The 2400 Vsource of loss of voltage protection is provided by relays 127-5 and 127-6 for buses lC and lD, respectively.

One NGV13A relay monitors each of the three phases. The settings and acceptance criteria are shown in Table 3.16.1."

  • 2 "g(3) 2400 V Emergency Bus Undervoltage (Degraded Voltage)

"The 2400 V emergency bus degraded voltage protection is provided by relay~ 127-7 and 127-8 for buses lC and lD, respectively. One ITE-27D relay monitors each of the three phases. The settings and acceptance criteria are shown in Table 3.16.1."

I E. Add the following to the. Basis section of 3.17.2:

"The 2400 V emergency bus loss of voltage, source loss of voltage and emergency bus degraded voltage relays provide a 3 out of 3 legit as the signal used to initiate load shedding, and to start the diesel generators.

11 3 out of 3 logic is used because the off-site power source is preferred. If one channel is removed from service, the remaining channels are placed in 2 out of 2 logic. All three channels may be bypassed while the diese1 generator for that bus is out of service."

F. Add Item 7 to Table 3. 16'. 1 as follows:

"7( 1) 2400 V Erner Bus Undervoltage Dropout 89-97 v (127-1, 127-2) Lever Calibrate 217-253 CY Verify 327-489 CY II (2) 2400 V Source Undervoltage Dropout 80.75-89.25 v (127-5, 127-6) Time* 4 Cy or Less

(127-7, 127-8) Dropout 109.8-109.5 v Time Delay 0.5-0 .. 8 Sec Pickup 113.6-109.6 V" G. Add t.he following to Table 3.17.4:

"(e) All three channels may, be bypassed when the respective diesel generator is out of se~vice."

II 17. 2400 V Emerg Bus a. Calibrate R . a. Known Voltage Applied; Undervoltage to Relay" (127-7, 127-8)

I. Change Paragraph 4.7.1.b to read as follows:

"4.7.1.b A test shall be conducted during each refueling outage to demonstrate the overall automatic operation of the emergency power system. The test shall be initiated by a simulat.ed simultaneous loss of normal and standby power sources and a simulated SIS signal. Proper operations shall be verified by bus load shedding and automatic starting of selected motors and equipment to establish that restoration* with emergency power has been accomplished within 30 seconds. The system shall operate for five minutes while the generators are loaded with the emergency loads."

J. Add a new Paragraph 4.7.1.f to read as follows:

4. 7 .1. f A test shall be conducted during each refueling outage to demonstrate the automatic load shedding and load sequencing while on the diesel generator power supply.

The test shall be initiated by simulating the loss of diesel generator power to the emergency buses. Proper operations shall be verified by bus load shedding, reconnection to the diesel generator power supply and subsequent loading through the load sequencer."

II. Discussion The proposed Technical Specifications changes have been proposed to address the NRC's requirements for undervoltage p~otection, NRC letter dated June 6, 1979, as well as testing of the diesel generators during load shedding and reconnect sequences.

  • 4 III. Conclusion Based on the foregoing, both the Palisades Plant Review Committee and

.the .Safety and Audit Review . Board have concluded that these changes do not involve an unreviewed safety question.
