The proposed changes are a result. of an NRC letter, dated June 6, 1979, on degraded.grid voltage.

These changes consist of LCO limits and setting limits for* p°"r~ferred relays.

These Technical Specifications changes have been requested by the NRC.

Accordingly, 'it is concluded tha~ these changes should be exempt from licensing fees specified in 10 CFR 170.22.
