Appendix A NOTICE OF DEVIATION Consumers Power Company License No. DPR-20 Based on the inspection conducted during June, 1980, it appears that certain of your activities were in conompliance with your written commit-ment to NRC, as noted below:
IE Bulletin 79-06C "Nuclear Incident at Three Mile Island - Supplement" and the licensee's response letter dated August 2, 1979, established the licensee's formal commitment to provide two licensed operators in the control room at all times during plant operation.
Contrary to the above, at approximately Noon on June 30, 1980, with the plant in operation, the control room was briefly observed to be attended by only a single licensed operator.
